Irina Naduhovskaya

Associate Attorney

Irina Naduhovskaya is a California-licensed attorney with a strong track record in litigation, public policy, and systems-change work, particularly in the areas of housing and homelessness. She brings over a decade of experience representing clients and advising public agencies and nonprofits on complex legal and strategic matters.

Before joining Porter Simon, Irina served as a Senior Directing Attorney at Homebase, where she led multi-agency initiatives to design and implement housing programs, guided public entities on compliance and governance, and provided strategic technical assistance to local governments and service providers across California.

Earlier in her career, Irina was a Senior Staff Attorney at Bay Area Legal Aid, where she represented clients in unlawful detainer trials, administrative hearings, and affirmative litigation involving violations of federal, state, and local housing laws.

Born in Ukraine, Irina enjoys spending time outdoors, including cross-country skiing and hiking with her two dogs.

Irina earned her J.D. from the University of San Francisco School of Law and holds a B.S. in Sociology from the University of California, Berkeley. She has been licensed to practice law in California since 2011.
